100 sites, 3 states, one incentive playbook — funding a solar developer's pipeline

A solar developer needed low-cost capital across a 100-site, three-state pipeline. Prosody qualified ~50 sites to local rules, negotiated incentives site by site, and helped get ~25 built.

At a glance

A mid-sized solar developer engaged Prosody Consulting to source low-cost capital across a sprawling pipeline — projects of roughly $1–5 million each, scattered across three northeastern states. Prosody reviewed about 100 sites, qualified roughly half to local requirements, and negotiated an incentive package for each. Around 25 of the projects were ultimately built and commissioned.


The challenge

Volume and variation were the whole problem. A hundred small sites across three states meant a hundred sets of local rules — equipment-purchase and delivery requirements, workforce mandates, and other criteria — and small projects can’t absorb heavy advisory cost. The work had to be both rigorous and efficient, site by site.


What Prosody did

Triaged the pipeline. Prosody reviewed roughly 100 development sites and identified the ones worth pursuing — about 50 qualified, or were revised to conform to local requirements such as where equipment was purchased and delivered and local workforce mandates.

Negotiated site by site. Prosody led location-by-location negotiations for incentive packages built around property-tax abatements and sales-tax exemptions.

Conformed the paperwork. Prosody reviewed and revised counsel-provided documentation to meet each local jurisdiction’s requirements.


The outcome

Prosody secured approved incentive packages for all of the pursued sites, with benefits landing in the mid-teens to low-20s percent of project cost. Of the qualified pipeline, roughly 25 projects were built and commissioned — each carrying an incentive package negotiated to its specific jurisdiction.


Why it matters

Not every capital strategy is one big grant. Sometimes it’s a repeatable playbook applied across a hundred small projects — and the value is a process disciplined enough to be rigorous and efficient at the same time.
